The weather was clear. Around the Hour of the Dragon {7-9 a.m.}, Council of State Senior Secretary [Kiyohara] Sadatoshi Mahito brought the rank appointments proposal (joi kanmon).

His Majesty made a royal progress to the Toba-in {where Retired Monarch Shirakawa was in residence}. [Minamoto no] Masatoshi and Lord [Fujiwara no] Munemichi received rewards for the progress—they were appointed to junior second rank. There was a private tour of the Jōshin no bō {cloister}, which is at the intersection of Ōmiya and Ōinomikado.
